To ensure orderly growth and provisions for infrastructure in the peripheral areas of Nagpur, the Nagpur Improvement Trust (NIT) was appointed as the planning authority to prepare ‘Improvement Schemes’ based on  Gujarart’s Town Planning Schemes for about 40 hectares of the city’s fringe areas. Three Improvement Schemes (IS) were identified for different areas in this region, for which HCP was appointed to undertake the first one as a pilot project. The proposed process and policies serve as a techno-legal mechanism to implement the improvement schemes.Â
The first Improvement Scheme (IS-1) is situated to the south west of Nagpur Municipal Corporation limit, covering parts of Khadka-Kirmiti-Shivmadhka-Panjari-Sumthana villages. Based on extensive site studies and meetings with land owners and planning authorities, HCP prepared an Improvement Scheme to provide basic infrastructure, regularise development, create legal mechanisms to generate revenue from it and develop a framework for guiding future growth. The IS ensures connectivity of the region to Nagpur city and the airport, consolidates plots and ensures access to each of them by creating hierarchical street networks and pedestrian friendly blocks and locates green areas along the water courses and jungles, while respecting the natural topography of the site.Â
